POSITION: Indigenous Homelessness Systems Coordinator 

SUPERVISOR: Program Manager, Coalition of Hamilton Indigenous Leadership 

ACCOUNTABILITY: Program Manager, Coalition of Hamilton Indigenous Leadership 

POSITION: Full-time (35 hours/week), dependent on funding 

SALARY: $50,000

 

OVERVIEW 

The Indigenous Homelessness Systems Coordinator is responsible for supporting the Project Lead and Coalition of Hamilton Indigenous Leadership by engaging with the Indigenous Community Advisory Board, agencies serving Indigenous people experiencing homelessness and the Indigenous community-at-large to plan, develop and implement, in collaboration with the City of Hamilton’s Housing Services Division, an Indigenous Homelessness Community Plan. 

The Indigenous Homelessness Systems Coordinator will work with community partners, and in partnership with the City of Hamilton, Housing Division (Community Entity) on the design and implementation of a Coordinated Access system that meets the requirements for Coordinated Access by March 31, 2022. The minimum requirements for the design of Coordinated Access systems cross the following areas: coverage, governance operating model, access, assessment, prioritization, matching and referral, and Homelessness Management Information System (HIFIS) platform. 

  

The position will support the I-CAB to learn and improve the currently systems and policies of Coordinated Access in Hamilton to better reflect the best interests of the Indigenous community in Hamilton.  

 

DUTIES & RESPONSIBILITIES 

  • Support the planning, development and implementation of the Indigenous Coordinated Access System, in collaboration with the City of Hamilton’s Coordinated Access System 
  • Research best practices in coordinated access systems and Indigenous models of coordinated access  
  • Identify, integrate and improve current practices, policies & systems, assessment tools and evaluation practices 
  • Work with both the Indigenous and non-Indigenous housing sector to identify barriers to permanent housing and opportunities to address the barriers 
  • Maximize investments by coordinating Reaching Home funded organizations to improve their data collection and analysis capacity to avoid duplication and gaps and to maximize results 
  • Provide research, data-base support, analysis and evaluation support to the Project Lead and Reaching Home funded organizations 
  • Provide support to the Coalition of Hamilton Indigenous Leadership for the delivery of the Reaching Home priorities 
  • Support, as required, the Indigenous Community Advisory Board 
  • Participate in a yearly job performance evaluation 
  • Other duties assigned by supervisor 

 

KNOWLEDGE & EXPERIENCE REQUIREMENTS  

  • Experience working with Indigenous clients and organizations, and awareness and sensitivity to Indigenous issues, communities, values, traditions, Cultural norms and practices 
  •  Ability to establish and maintain relationships with Indigenous community, community groups and organizations serving the Hamilton Indigenous population 
  • Previous experience in systems planning and/or coordinated access 
  • Previous experience in program evaluation, data management, centralized data-base systems and research 
  • Demonstrated understanding of homelessness as experienced by Indigenous peoples, including local, regional and national contexts and trends 
  • Strong creative and problem-solving skills 
  • Proven experience in building and maintaining strong working relationships with formal and informal project partners, excellent interpersonal skills 
  • Able to work independently and within a team environment 
  • Excellent written and oral communication skills  
  • A university degree/diploma in social work, social sciences, human services, or a related field with two years related work experience
